Provincial Nomination Programs » Quebec

Skilled Worker/Professional applicants intending to reside in Montreal or another city in the Province of Quebec are selected based upon a different set of criteria than applicants who wish to settle elsewhere in Canada. Successful applicants destined to Quebec are issued a Quebec Certificate of Selection. They must then successfully complete medical and security examinations conducted by the Canadian government in order to be granted a Canadian Immigrant Visa.

Quebec Skilled Workers are not assessed on the six selection factors of the Federal Skilled Workers Program.

The Quebec Government selects applicants based upon factors relating to age, education, work experience, French language ability and ties to Quebec. The selection system is, in theory, designed to indicate the likelihood of succeeding in settling in the Province of Quebec. The Quebec selection process is divided into two stages which may be summarized as follows:


Stage One: Employment Experience

In this first stage, applicants must satisfy ONE of the following three tests:

                d They must have at least six months of full-time work experience in an occupation
                      that the Quebec Government has determined is in high demand; OR
                d They must have at least six months of full-time experience in any occupation, and
                      they must also have assured employment in Quebec; OR
                d They must have at least six months of full-time experience in any occupation (other
                      than an occupation that the Quebec Government has determined is not in
                     demand
), and they must also score at least 30 points on an Employability and
                     Professional Mobility Assessment

Quebec Skilled Worker/Professional Selection Criteria - Occupations in High Demand


The Quebec Government has determined that the occupations listed below are currently "in high demand" in the Province of Quebec and therefore represent above-average employment prospects for Skilled Worker/Professional applicants intending to reside in Montreal or another city in the Province of Quebec.

The following occupations are currently "in high demand":

                     d Aerospace engineers
                     d Audiologists and speech-language pathologists
                     d Bilingual technical writers (French and English)
                     d Chemical engineers
                     d Computer engineers
                     d Computer programmers
                     d Computer systems analysts
                     d Consulting agronomists, specialists in fertilization
                     d Dieticians and nutritionists
                     d Electrical and electronics engineering technologists, specializing in instrumentation and automation
                     d Electrical and electronics engineers
                     d Industrial and manufacturing engineers
                     d Industrial instruments technicians specializing in maintenance analysis
                     d Machine tool operators (computer-aided, numerically controlled tools
                     d Mechanical engineering technologists and technicians

Quebec Skilled Worker/Professional Selection Criteria - Assured Employment

Assured Employment is a process by which a Quebec Government body determines whether a particular permanent job offer made by a Quebec employer to a foreign individual should be approved. The job offer must be for full-time employment in a high-skilled occupation. The proposed employer must have been in business for at least 12 months and must promise to reserve the position for the applicant. There must be no labor dispute at the place of the intended employment. The proposed occupation must be one for which the Quebec Government has determined there is a workforce scarcity or, alternatively, the proposed employer must be able to demonstrate that a reasonable effort has been made to hire Quebec residents who are qualified or who could be trained for the position within a year at most.


Quebec Skilled Worker/Professional Selection Criteria - Occupations Not In Demand

The Quebec Government has determined that there are entry barriers to some professions which would significantly reduce the chances of prospective immigrants finding employment in these fields. These occupations are deemed to be closed to Skilled Worker/Professional applicants intending to reside in Montreal or another city in the Province of Quebec.

The following occupations are currently "not in demand":

                        d Specialist Physicians
                        d General Practitioners and Family Physicians


Quebec Skilled Worker/Professional Selection Criteria - Employability and Professional Mobility Assessment

The evaluation of Skilled Worker/Professional applicants intending to reside in Montreal or another city in Quebec is a two stage process. During the first stage of evaluation, applicants who do not have assured employment or six months experience in an occupation which is in high demand must be assessed as to their Employability and Professional Mobility. Under the Employability and Professional Mobility Assessment, applicants must score at least 30 points (35 points if married) to proceed to the second stage of the selection process. Points are awarded on the following basis:

                          comprehension and oral expression
                    d An additional 2 points are awarded if the applicant has completed studies in French at a secondary or
                          post-secondary level

Time Spent in Quebec and Relations with Quebec Residents (Maximum Points: 9)

Up to 9 points are awarded for Time Spent in Quebec and Relationship with Quebec Residents:

            d An additional 2 points are awarded if the applicant has completed studies in French at a secondary or  post- secondary level

 

Under each of the above three tests, applicants must satisfy all of the minimum education and work-related requirements set out in the Canadian National Occupational Classification (NOC) for their occupations. The NOC is a compilation of all occupations and their minimum education requirements; the NOC also describes the specific duties of each occupation.

Applicants who satisfy any ONE of these three tests then proceed to the second stage of the Quebec selection process.

Stage Two: Qualifications

Applicants who succeed in the first stage of selection are then assessed based upon a second series of factors. Each factor is allotted a maximum number of points, and applicants must attain at least 65 points (70 points if they are married) in order to qualify for a Quebec Certificate of Selection.

These stage two factors may be summarized as follows:

Training:

 

Applicants are awarded up to 17 points under the Training Factor.

Employment:

 

Applicants are awarded up to 15 points under the Employment Factor.

Experience:

 

Applicants are awarded up to 10 points under the Experience Factor.

Adaptability:

 

Applicants are awarded up to 31 points under the Adaptability Factor.

Age:

 

Applicants are awarded up to 10 points under the Age Factor.

Knowledge Of languages:

 

Applicants are awarded up to 23 points under the Knowledge of Languages Factor.

Spouse's Characteristics:

 

Applicants are awarded up to 17 points under the Spouse's Characteristics Factor.

Children:

 

Applicants are awarded up to 8 points under the Children Factor.

Financial Autonomy Capability:

 

Applicants are awarded 1 point if they satisfy the minimum criteria under the Financial Autonomy Capability Factor.
